From this pot you can adjust the output voltage. To reduce the fan speed you can connect in serie with the red wire of the fan a resistor. I change OVP protection from 13.42V to 14.55V on a HP AA23531 power supply. I managed to climb over 14.5V overvoltage limit but is very complicated and you need dexterity to work with SMD's.
